Butter cream is made with butter (pref unsalted) creamed together with icing sugar and flavoring i.e. vanilla essence or somthing like choc powder.  Not sure what you mean by normal cream.   Double cream whipped up so it is thick or even whipping cream makes a good filling for a sponge cake.  Otherwise butter cream is what i would normally use.  Butter cream can be used on top of cake as well as filling.  Normal icing is just icing sugar mixed with water and possibly flavoring to a coating consistency to go over the top of a cake or cup cakes etc.
